Couple years back our DMV instituted "Take a Number" systems (like they used to have at the bakery) which made things worse by providing the illusion that "service" would be "on offer."

(There will be, alas, a next visit, since this one was fruitless other than telling me I did not do something in 1991 that, well, it's entirely possible I didn't do in 1991. My point is, though, it would have been useful to make this accusation BEFORE I left the house, rather than WHILE I was standing in line with irritated people behind me.)
